Executive Committee

  • To exercise, under the control of the Niskamoon Corporation Board, all the powers of the Board with regard to the management and control of the business and the affairs of the Corporation, except for the power to remove from office or to replace Directors, to adopt, amend or repeal by-laws or the powers which require the approval of the members.
  • To report on its activities to the Board who may reverse or modify the decisions of the Executive Committee, subject to the rights of third parties.
  • To consult with, and assist, the officers and the representatives in all the business and the affairs concerning the Corporation and it management.

 

Training and Employment Committee

  • To play a key role in the improvement and recommendation with respect to how information could be distributed concerning the 150 permanent position of Hydro-Québec, provide information on training programs, and make recommendations on Hydro-Québec’s employment practices.

 

EM-1A and Sarcelle Powerhouses and Rupert River Partial Diversion Project Monitoring Committee

  • to provide assistance to the Niskamoon Corporation in the study, planning, evaluation and carrying out of measures related to its mandate;
  • to provide assistance to the Cree tallymen and trappers;
  • to coordinate and carry out jointly the Lake Sturgeon Study and Management Program;
  • to ensure the participation of the Cree Parties in specific environmental follow-up studies of the Project;
  • to consult the Cree Parties with respect to Hydro-Québec’s Eastmain 1 Environmental Monitoring Program (PSE-EM1);
  • to receive information and provide advice about Hydro- Québec’s mitigating measures;
  • to ensure the dissemination of information to the communities of Eastmain, Mistissini, Nemaska and Waskaganish, on a timely basis but at least once a year, on the different programs and studies under the responsibility of the TEC as well as those under the responsibility of Hydro- Québec provided that this information is not confidential and that its dissemination does not conflit with Hydro-Québec’s interests;
  • Provide assistance to Niskamoon in the study, planning, evaluation and carrying out of measures related to its
    mandate;
  • Coordinate assistance to the Cree tallymen and trappers by representatives of Hydro-Québec and Niskamoon in the context of the EM1A / Rupert / La Sarcelle Project;
  • With respect to Hydro-Québec’s PSE-EM1A/Rupert, the Committee shall act as a joint forum to ensure the continuation of the significant participation of the Crees in Section 1 of the Monitoring Committee Agreement designing and carrying out the PSE-EM1A/Rupert on environmental issues important to the Crees in connection with the project and with Hydro-Québec’s legal obligations;
  • As regards mitigating measures to be carried out by Hydro- Québec related to the Project, the Committee shall:
        a. Receive information from Hydro-Québec on the different mitigating measures and ensure its dissemination to the Cree communities of Eastmain, Mistissini, Nemaska, Waskaganish, Wemindji and Chisasibi through Niskamoon;
                 b. Provide advice to Hydro-Québec in regard to such measures.
  • The Committee shall also ensure the dissemination of information to the communities of Eastmain, Mistissini, Nemaska, Waskaganish, Wemindji and Chisasibi on a timely basis but at least twice a year, on the different programs and studies under the responsibility of the Committee as well as those under the responsibility of Hydro-Québec provided that this information is not confidential and that its dissemination does not conflict with Hydro-Québec’s interests.

Fisheries and Health Committee

  • to play a key role in the evaluation and recommendations to be made to Niskamoon’s Board of Directors concerning the Monitoring and Research Programs as defined in Chapter 5 of the Mercury Agreement (2001);
  • to study the Proposals submitted for funding under the Health Monitoring and Research Program and make sure that the requirements set out in sub-sections 5.2.1.1 to 5.2.1.3 of the Mercury Agreement (2001) are fulfilled;
  • to advise the Board of Directors and recommend whether or not a Proposal is subject to the management process in accordance with the provisions of subsections 5.2.3 and 5.2.4 of the Mercury Agreement (2001);
  • to make recommendations concerning the Proposals submitted;
  • once a Proposal has been approved by the Niskamoon’s Board of Directors, to oversee the management process set out in subsections 5.2.1.4 to 5.2.1.8 of the Mercury Agreement (2001) and within the framework of the Memorandum of Understanding executed between the Niskamoon Corporation and the Fonds de la recherche en santé du Québec (FRSQ);
  • to regularly inform the Board of Directors of the management process evolution and make recommendations concerning said process when deemed necessary.
