Remedial Works

Remedial Works are intended to help alleviate the negative impacts of hydro-electric development (including infrastructure) while enhancing the traditional Cree pursuits.
In addition to its efforts to increase the number of Cree personnel occupying permanent positions at Hydro-Quebec, the Niskamoon Corporation is responsible for designing, developing, approving, managing, and implementing a set of temporary employment initiatives.  As a result, over 1000 projects have been funded since 2002 in all Cree communities.  Altogether since 2002, about 55,000 person-days of employment have been created.

Project Selection Criteria
Projects are selected in accordance with the important priority of generating employment for Cree workers.  Temporary employment projects target the Cree youths or trappers and their family who are directly affected by the La Grande Complex.  The criteria applied to the selection of projects also take into account the technical feasibility of the proposed works.

Project Submissions
Please direct your proposals for projects to your Local Niskamoon Community Coordinator.  This person will direct your project to the appropriate Regional Coordinator for approval by the Board of Directors of Niskamoon Corporation.  Your Local Community Coordinator will ensure that your proposed project respects the guidelines provided by Niskamoon Corporoation for specific programs and that all required information is included in your submission.

Types of Projects Submitted

As it has been the case since the launch of the Temporary Employment Program, nearly all the projects submitted by Cree proponents can be classified in one of the three main categories of priority employment projects as originally defined by the Apatisiiwin Corporation.  The priority projects are: (1) improvement of access to the territory; (2) improvement of shelter during traditional activities; and (3) enhancement of harvesting conditions (hunting territory and wildlife habitats).  The following lists identify the different types of projects included in each of the categories;

1) Improvements of access to the territory

  • Snowmobile trails
  • ATV trails
  • Portages
  • Upgrading access roads
  • Construction of parking areas
  • Construction of hauling ramps and canoe racks (manual jobs)
  • Cleaning and marking navigation corridors
  • Cleaning streams (for navigation)
  • Snowploughing on secondary access roads


2) Improvement of shelter

  • Construction of new trapper cabins
  • Construction of individual storing facilities (sheds)
  • Construction of community storing facilities (warehouses)


3) Enhancement of harvesting conditions

 

  • Water-flow areas (creating goose ponds, flyaways and goose-feeding areas)
  • Shore-cleaning on hydro-electric reservoirs
  • Renewal of tree-cutting (moose yards)

Funds Reserved for Remedial Works Projects

  • Cree Employment Fund
    • As a secondary purpose of the fund, Remedial Works for the trappers and lands which have been “impacted” by hydro-electric development as a means of generating temporary employment.
  • EM 1 Remedial Works Fund
    • The fund is reserved for Remedial Works projects related to the EM 1 Reservoir (Mistissini, Nemaska, Eastmain and Waskaganish).
  • Hydro-Quebec and Eeyou Fund
    • The Remedial Works must in some way be connected to impact of the La Grande Complexe.

Nadoshtin Remedial Measures Fund

  • The Nadoshtin Remedial Measures Fund was establshed to provide the means to address the negative impacts of the Eastmain 1 Project and permit the continued pursuit of traditional activities by the Crees.


Boumhounan Remedial Works Fund
This fund aims to promote environmental and remedial works to mitigate the negative impacts of the EM1A Rupert River Partial Diverstion/La Sarcelle Project.

Nadoshtin Eenou Indohoun Fund
The Nadoshtin Eenou Indohoun Fund is primarily designed to create opportunities for the trappers of Eastmain, Mistissini, Nemaska, and Waskaganish directly affected by the Eastmain 1 Project.

Boumhounan Eenou Indohoun Fund
This fund is primarily designed to create opportunities for the trappers of Eastmain, Mistissini, Nemaska, Waskaganish, and Wemindji directly affected by the EM1A Rupert River Partial Diversion/La Sarcelle Project.
