A primary concern of Niskamoon Corporation was the need to provide each Cree community with a single individual to represent the community and serve as a liason between the community and the corporation. As a result local coordinators were hired and given the following mandates.
1. To report regularly to the Chief and Council and members of the community on the progress of the activities of the Niskamoon Corporation for example: status of specific projects, funds available for projects, etc.
The Board of Directors of the Corporation shall require the assistance of the local coordinators in ensuring that information reaches the community when necessary. The Niskamoon Corporation is to operate in a clear and transparent manner.
2. To inform the Chief and Council and members of the community on the nature of the projects that can be eligible from the different funds managed by the Niskamoon Corporation through reports, information sessions and or the holding of community workshops.
The primary role of the local coordinator in accessing the benefits and programs managed by the Corporation. Further, as financial resources are limited it will be important to promote particular types of projects.
3. To assist promoters of projects in their preparation of proposals and in the preparation of reports required under project approval agreements or conditions.
So as to facilitate the ability of community members to access programs and benefits it was determined that Coordinators should have the responsibility of helping draft proposal requests and complete necessary administrative tasks where required.
4. To act as a liaison with other Niskamoon coordinators.
Local coordinators require the assistance of the Regional Coordinators in order to process project applications. The Regional Coordinators require the assistance of local coordinators to ensure local implementation of programs and benefits.
5. To direct proposals for projects to the right Regional Niskamoon Coordinator for approval by the Board of Directors of the Niskamoon Corporation, including assuring that the proposals respect the guidelines provided by Niskamoon Corporation for a specific program and that the required information is included in submission.
Due to the amount of proposals and information that must be processed by the Board of Directors the regional and local coordinators will have to work closely together to ensure that the proper information is provided to the Board of Directors so that they can make informed decisions.
6. To coordinate and organize all communication between his community and Niskamoon Corporation including those with other coordinators working for Niskamoon Corporation.
As stated earlier, it is the goal of the Board of Directors to operate in a transparent manner, this requires an efficient communication network where the local community coordinators are key.
7. To facilitate the participation of persons of his community in the activities of Niskamoon Corporation.
It is important if the Cree communities are to get the maximum benefit from what has been negotiated that communities interest be properly identified. It is the community members themselves that must participate in design and execution of projects.
8. To monitor approved projects for reporting to the Board of Directors of Niskamoon Corporation.
In evaluating if projects which have been approved are a success or should continue to be supported in the future the local coordinators will be called upon from time to monitor and evaluate projects executed in their communities.
9. To do all duties and tasks as directed by the Board of Directors of Niskamoon Corporation from time to time.
As time goes by and the Niskamoon Corporation maybe mandated to do new tasks which will require an adaptation of the task required from the Regional and Local Coordinators.
